Trooper Philip Lowd was shot and killed when he and two other officers responded to the home of a man who had shot at a United States Forest Service survey crew in the Union Creek area of Jackson County.
As the troopers approached the cabin the suspect fired at them and then fled into the woods. When the troopers began looking for him the man opened fire and fatally wounded Trooper Lowd. The suspect remained at large until being apprehended four days later.
He was convicted of second degree murder and subsequently sent to the Oregon State Hospital, where he died in 1967.
Trooper Lowd was a U.S. Navy veteran of WWI. He had served with the Oregon State Police for 20 years and had previously served with the Jackson County Sheriff's Office and as a patrolman with the State Forest Service for an additional seven years. He was survived by his wife.
