Lieutenant Robert Hicks drowned after his patrol car went over the Urbanna Creek bridge guard rail as he responded to a call involving a distressed motorist at 4:30 am.
The patrol car left the 300-foot-long bridge and landed upside down in 12 feet of water, killing him instantly.
Lieutenant Hicks had served with the Middlesex County Sheriff's Office forfour4 years. He had previously served as a peace officer with the Colonial Williamsburg Foundation for two years and as a deputy with the Gloucester County Sheriff's Office for two years. He was survived by his wife, son, and three stepdaughters.
