Constable Bob Carter was shot and killed when he confronted an armed robbery suspect on South K Street in Tulare at 4:00 p.m.
Two subjects had robbed a man on South P Street. When the suspects fled, the man approached Constable Carter, who was in the area. When Constable Carter approached the men on K Street, the subject turned and started shooting at him. He was wounded in the initial shootout and fell to the ground. The suspect then walked up to him and shot him in the head, killing him. The man was taken into custody by a group of citizens.
The suspect had served time in Los Angeles for murder. He was convicted and was hanged at San Quentin State Prison on March 1st, 1919.
Constable Carter had served as constable for over three years. He was survived by his five children.
