Patrolman Michael Carter was shot and killed when he and his partner stopped a vehicle at Third Street and Central Avenue to question an occupant about a holdup.
As soon as he walked up to the vehicle, the subject fired through the window, striking him in the chest. The subject then turned the gun on himself. Patrolman Carter's partner returned fire, but the bullet hit the upholstery.
Three other occupants were taken into custody, but released.
Patrolman Carter was a United States Navy Vietnam War veteran and had served with the Chester Police Department for four years. He was survived by his wife, two children, and mother.
