Trooper Rulong was struck and killed by a drunk driver while investigating an accident on WV 25 near Institute, West Virginia. The 49-year-old woman who hit him was charged with drunk driving and manslaughter. She was convicted of involuntary manslaughter and sentenced to one year. She was paroled after serving less than three months.

Trooper Rulong had served with the agency for just under 2 years. He was survived by his wife and daughter.

On today, the 67th anniversary of your death I would just like to say thank you for your service and sacrifice-not just as a Law Enforcement Officer but for our Country as well when you served with the U.S. Army during the Korean War. And to your Family and loved ones, I wish to extend my deepest sympathy.
