Police Officer Francisco Reyes drowned while investigating an area of water reported to be a drug drop site off of Orote Point at about 2:45 pm.
His unit had received information that a tugboat was bringing narcotics to the island from Tinian. He and several other members of the Special Enforcement Division boarded a harbor patrol boat and located the tugboat anchored at the entrance to the Glass Breakwater. The officers searched the tugboat and then observed items floating in the water.
Two of the officers, who were certified divers, entered the water to inspect the bottom of the tugboat. Officer Reyes also entered the water with only a swim mask but immediately began yelling for help. The other officers were able to pull him from the water and began CPR. He was transported to Naval Regional Medical Center where he was pronounced dead.
Officer Reyes was assigned to the Special Enforcement Division. He was survived by his wife and five daughters.
