Diligent and devoted to the causes by which we live. You can be certain all police officers function under the mantra of honesty, integrity and dignity. So long as this occurs they at least can be safe as well as providing us, the residents of Dade County with a safe haven to thrive. You thrived, Officer Cook, under a banner of loyalty and welfare for all. Your comrades have remembered your heroism through and through. Your parents raised two great children and one darling son with humility to fight all the battles of evil that keep our peace and unity away from us. The kind heart, the considerate and consummate professional only cared that we were happy and prosperous. Rest in peace my neighbor, friend and hero. Etched in marble, your name stays for all to see. Your soul and spirit continue enhancing God's heavens above where you now serve a greater mission. To look down on us and to make sure other colleagues are performing their tasks as remarkably as you did, Officer Cook. A Godsend and a blessing. You remain cherished and always near to us.

Admired and beloved. Treasured and taciturn. Yet, when the calls came there you were honorably and faithfully discharging all of your professional obligations, Officer Cook. When integrity, dignity and intuition meet at the very same intersection, something favorable has to happen. Twenty-five years spent helping others with outstanding results to match. Whenever I read Chief Bowlin's reflection of you, it only makes me think how valued and cherished you were as an officer. You saved your colleagues' lives and those of the civilians who were caught in the heat of that domestic battle. When things got hot, you were to cool people down. Talking sensibly, calmly and rationally usually helps. You did all you could, God needed yo u more for His missions, you'll not be forgotten. Rest in peace my neighbor, friend and hero.

Reverence and respect. Resolve and resourcefulness. Thirty-seven years later these words ring like a bell and well they should. You stood tall and humble, Officer Cook, in honesty, dignity and integrity. Words are but words. It is and it was your heroic actions that have helped secure the sanity and serenity for all Dade County. Its residents can be quite grateful. Beloved and loyal by all and to all, Dade County and its residents always felt a measure of your generosity, Officer Cook, it was shared and given out in honor, dignity and integrity. Before we can take from that heavenly source, we must be prepared to put something back in the source. Intuition. Intelligence. Wisdom. Knowledge. They all took their cues from your parents, my neighbor, friend and hero. A uniform worn proudly. A badge pinned prudently. Perseverance and reverence for your professional duties was given top priority. The citizens now feel very much at ease and live happier and more peacefully. Rest in peace. Conviction, valor and character have taken a seat on God's throne, nothing can tarnish this nor your humbly spoken good name. Humanity and humility to accomplish something so precious in life leaves one to only think about what more one could accomplish if God decides to grant us more time on this Earth. If God could have given you more time, Officer Cook, the flames of dignity, integrity and honor would never be extinguished. For you would have taken the opportunities that you relished to share this with others. Twenty-five tears of caring, concern and compassion, all because of your passion to want to make a difference. That change is still enhancing the Dade Count area where you were beloved and admired. Admiration and respect for a uniform and badge befitting a hero of humbleness. If some of us could even picture a man doing what he always wanted to do and fulfilling our needs with the greatest affection for everyone no matter who they were. To serve and to protect then takes on a more substantial meaning. When duty calls, Officer Cook, you never ran. You faced people and spoke what needed to be communicated and evil was faced in a similar manner. Rest in peace my neighbor, friend and hero. This Thursday night you and your angelic comrades of bravery and valor will once again be so saluted and honored for never letting us down. If violence and hate could ever cease, police officers and their roles would be lessened a bit. One thing that cannot let up or be surrendered and that staying honest, having dignity and carrying yourself with a stellar integrity. Whatever the job, you were always accessible, Officer Cook, present and accountable. Bravery and courage speak as boldly and as loudly as does commitment and character. Dade County and its residents can always fondly recall the times you were there to aid and to save lives. Those who remember a humble and congenial young man, cherish those moments. Police work is never easy as it always presents it a challenge to the most skilled and sophisticated men and women of heroic capacity. When our loved ones and friends place themselves in jeopardy to save us how much more can we be thankful? Placing your community ahead of your own priorities and agenda, Officer Cook, was the only way to make an impact and that was felt from day one of your professional career. With your eyes and ears attuned to the needs of Dade County and for the ideas of peace and prosperity to continue its march on, your humbleness, your honesty, dignity, integrity and devotion were put to a major test. For the love of God, for the everlasting faithfulness, resolve and boldness to act upon a major domestic problem, there you were cherished and revered by all for not letting doubt nor reservation to creep into your thought process. Just fair and simple actions of heroic proportions that have carried over today and kept the chains of enhancement from breaking apart. Rest in peace my neighbor, friend and hero, shielding us from harm, you now walk that fine line in God's enchanted shelter up above. Nothing will ever hurt you again, your beautiful spirit flies free unencumbered from misery, pain and the anguish we feel over your tragic loss, one that has left an indelible impact upon everyone, Officer Cook.this much is clear, your missions were well developed and yet there was more left for you to achieve. Hung juries cop killers acquitted by juries blinded by the truth of overwhelming evidence, testimony gone awry. Something so horrible, so callous, so brazen, so heinous and incomprehensible, it leaves one dumbfounded to the point of agony. Your days spent as a police officer, Officer Cook, were the foundations and cornerstones of a happy and hearty life well spent and well placed by humility, dignity and integrity with honesty draped all over your uniform and badge. The young man, a troubled fellow was finally shot and killed by another comrade in arms, Detective Dan Blocker. But it was your heroic act of courage, the strength of your commitment to serve and top protect all citizens of Dade County, Officer cook, keeping alive the unity, liberty and peace that has your colleagues, friends and beloved family members saluting your memory. One man's dream, an entire nation's superior public servant to all. A sure legacy of love and devotion, desire, dedication and sheer determination to perform outstandingly at all times. Rest in peace my neighbor, friend and hero, your unwavering and undying spirit of compassion, the passion to possess leadership capabilities beyond what is required from all men and women serving bravely and to do so in a calming and influencing manner certainly deserves our heartfelt gratitude. In school there used to be a test of the Emergency Broadcast System, this was only a test. Police officers along with all brave and honestly loyal servants face tests each day. There is no let up, no slacking off. One must be ready and primed to battle any source of evil. Officer Cook, the humbleness and humility you exemplified each watch can now be measured as a source for others who have succeeded you to follow in your sacred footsteps. Big shoes to fill. To come home safely is important. Each of us must live and function accordingly and you my neighbor, friend and hero demonstrated valiantly why we relied upon your refreshing and calming influence. Dade County being a rather large community relies on the sheer optimisms of its duly sworn men and women. And you, Officer Cook, will be revered and cherished for rising to face evil, a cause you viewed as a responsibility to those who you served and protected with your every ounce of God given might. In life we face what seems to be insurmountable challenges, onuses, burdens and tasks too difficult to accomplish. If at least we live a respectful life of honesty, dignity and integrity our ships can float properly, our cars we drive to motor around society and its violence can stay in the right lane correctly and the planes we fly in to view mother nature at her finest of beauties we can enjoy its pleasures. Police officers would love it where no violence crops up, no officer is either injured or taken suddenly from their loved ones in the line of duty. Your were a staunch supporter, Officer Cook, who served the public in a brave manner and let his vision and leadership save the unity and peace of all Dade County residents. You will always be saluted and admired by friends and comrades who too faced these tall tasks. You were fiercely loyal and vigilant and your humble heroic legacy of character and courage in conviction to perform excellently and with a civic pride like no other will never be forgotten. Look back and smile. Surely the goodness of one person's deeds shall shine the light of God down on us forevermore. Life and the love and admiration you had, Officer Cook, for the Metro-Dade Police Department of which you were a consummate professional will never vanish. You stood tall and conquered wickedness with a passion and diligence not always seen by others. Drastic situations call for drastic measures, but it was with your humility and compassion that assisted you greatly in and around Dade County. Patrolling those venues is tough enough for an average individual, for a seasoned veteran, Officer Cook, your integrity, honesty and dignity were you loyalest of partners. Thank God for heroes like yourself and some of the truly professional partners you teamed with, especially Officer Keith DiGenova, your friend and mentor. Chief Geoffrey Jacobs, your classmate at Norland High School and police academy classmate, your beloved friend and colleague, Bill Cook, Officer William C. Cook, was treasured and respected by all his peers. His optimism and goodwill have allowed the wheels of peace and unity for all mankind to roll on. Enhancements and education have continued their march because of your courage, strength of character, conviction and compassion. Rest in peace my neighbor, friend and hero. One never knows when that day of reckoning will arrive, so we should prepare. Take precautions. And like all loyal, honorable and intelligent police officers do, they work feverishly and firmly to get things accomplished promptly and with a sense of urgency. All tasks they respond to are important and on May 16, 1979, you went to a call in Liberty City in Miami, Officer Cook, per you affirmation you went in a dignified manner to try and secure peace and unity. Domestic calls are among the most dangerous ones any valiant man or woman can answer, you dispatched your complete being that day, Officer Cook, in an attempt to keep a situation from escalating. You gave an outstanding effort saving your colleagues and the civilians who relied upon your ethics. You'll be remembered and honored forever for doing what we expect excellent people to do. Crime doesn't pay. And yet this phrase does not make complete sense. Those courageous and resourceful souls who lay their lives down, it pays. They made the ultimate sacrifice as you did, Officer Cook, to ensure Dade County and its citizens complete and unrestricted liberties to travel about as they choose. Your gallantry and valor, honor, integrity and dignity have continued bringing the essential enhancements that will last forever. As you rest in peace my neighbor, friend and hero, your commitment, character and the inner strength to see things to a peaceful conclusion will not be forgotten. To sustain any momentum, it took every ounce of your strength and will power, Officer Cook, to make right what we view as improper. Men, women and children all depended upon your perseverance and honesty to draws together as one. It was your integrity and dignity, valor and vision that was needed to steer wickedness away from Dade County. You steered and God by His divine power helped lead you through torment and tenuous moments. Now you have continued to be saluted and admired for your bravery and boldness to act intelligently and wisely to calm down the angered. The hands of time represent the movements of your hands and legs, Officer Cook, to do the will of God. To concentrate and to be fastidiously loyal and fervent to all duties thrust your way and to be able to handle each one without a complaint, reservation or doubt, make no mistake, goes back to your honorable and humane character. It speaks of your heroic resolve, dignity and integrity that all officers must occupy if they are going to be able to serve and protect and to at least help them come home safely after their watch. A man's leadership and the burdens behind directing other colleagues through danger, that in of itself speaks to your legacy, my neighbor, friend and hero. It means you were and will always be saluted for having the innate vision and foresight to act as you did on May 16, 1979, you of course like a man, a gentleman with a kind heart and caring soul each and everyday. God doesn't take vacations. He continues to watch over us as does your beautiful soul shining like that awesomely bright smile behind our American flag. !973 was along time ago, no matter we don't forget nor overlook our beloved crime fighters who give of themselves to make peace, freedom and relevance matter again to all Dade County citizens. The ideals, the values we share among ourselves are some of the greatest gifts from heaven. It is in these values and ideals that we comport ourselves in the daily rituals, trials and tribulations of life. Life so value that we take it for granted at times. Never one to waste a moment or take anything for granted, Officer Cook, you viewed expression and choice as the endeavor with which you worked arduously to become an excellent police officer. Yesterday, while I was driving to Broward County to visit the graves of my beloved parents, I thought about you. I began sobbing like a baby, one inch cost you your young life with Karen and a professional career of dignity, integrity and honor. Yes, the pleasantries you brought not only to your family, your parents, sister and wife, but, what you personally delivered throughout Dade County and to its residents. The liberty. The unity. the calmness, the peace. The sanctity for all mankind to thrive as one. Yes, the words on your gravestone, "We Shall Be One," the connotation is awe inspiring if one stops and contemplates for a moment or two. Everything you meant to our society in terms of humility, bravery and perseverance can be directly traced back to your heroic lineage. It speaks action over talk. Politeness and courtesy over gossip. Moving and shaking over idleness. It rehashes reverence and resolve, loyalty and faithfulness over anything else. It means, Officer Cook, you will be respected and admired for performing in an outstanding manner befitting the uniform and badge of the Metro-Dade Police Department. No sidetracking. No shortcuts. Direct and front and center leadership, knowledge and vision to enhance the many lives who were your daily responsibility to serve and to protect. Rest in peace my neighbor, friend and hero. It's the valiant heroes and heroines like yourself whose character, commitment and convictions that ring loud and clear. To be honest and able to endeavor to perform the proper thing without the fear of being pulled or swayed in another direction, this is life. Officers have egos. Those who do acts that are deemed as proper are rewarded in one way by God. God gives us a blueprint as to how to manage our lives. He give us the intuition and vision to see clearly and ahead what may lie before us. Officer Cook, you were the truly humble and humane hero when it came to boldness and bravery. Acting rationally and calmly is better than going off the handle so to speak. Nothing is given to anyone. Police officers the total living and breathing professionals they must be have to stay honest, possess integrity and be dignified when dealing with the public at all times. That is why comrades have saluted your ingenuity, intellect and calming influence. Heroes and heroines legacies are maintained by the manner in which not only their loved ones carry on, but how those who have taken over their watches and how they act in a pressure packed environment. Dade County can be at peace as one because of how Officer William C. Cook acted and performed his duties not just on May 16, 1979, but everyday of your life you acted with the proper characteristics.
