Reflections for Detective Vicky Anne Owen Armel
Detective Armel, I'm sorry for what happened to you and your partner that day 19 years ago, as you both didn't deserve it, nor was it needed. But rest assured, the man who took your life is gone, as your brothers and sisters in blue avenged you in death by getting rid of the shooter who killed you. There was no reason he had to take your life, as you were doing your job that day, not knowing that a spineless coward was lurking around the corner who's intent was to hurt police that day. Luckily he didn't get far, as karma quickly caught up to him and made him pay with his life, as he's now suffering in the afterlife. But however, I do think that during your 17 years as an officer, you made more of an impact to the citizens of Virginia and the citizens of Fairfax bigger than you thought you did. I think that you being a detective meant you only further helped your people, as you were solving cases and learning more about certain suspects who were out causing problems and being a nuisance to society, and you assisted your fellow officers with any kinds of cases that were unsolved or had problems solving. But also, I do think your kids learned later on in life that their mother truly was a hero to most, and that your legacy was unfortunately left behind. Despite that, your kids have most likely grown up to understand what type of person their mother was, and how you made your city safer during your almost 20 years as an officer, and making a large difference to all in your city. I do think that had there been signs there was an attack coming, there would've been a different outcome instead of the deaths of 2 police officers, as the outcome wasn't necessary. But all in all, you and your partner can rest in peace knowing that your killer is receiving his punishment in the afterlife, and that you've both been avenged in death. But as of now, may you rest in peace knowing your service is highly appreciated, and that your service as a detective and officer will never be forgotten for as long as time goes on, and that the citizens of Virginia along with Fairfax county appreciated your service while you were alive, which means that people who've met you can reflect on how you left an impact on others. I can't believe it's been 18 years, I still remember that day like it was yesterday. While you may be gone, you'll never be forgotten. You'll remain in my heart, and I still reflect on our times together on the street, and in the locker room, before you went to Sully. Rest in peace beautiful, much love from your Reston sister.

Every year at this time brings tremendous sadness, anxiety and depression to me. I will ALWAYS remember you when we were, roommates, friends, and had great times at Skidoos. You told me you wanted to get into law enforcement one day. Just about everyday you wanted to see my U S Customs Badge and Gun. I knew then that one day your wish and desire to serve the Citizens of Fairfax County would happen. Not only did you become a decorated Officer, YOU WERE ONE OF THE BEST!!
You will always be an AMERICAN HERO along with Mike Garbarino. I miss you everyday. Your selfless acts that day saved countless lives.

I remember the first time I saw you on ODMP. I was looking into the website because I thought it was interesting. I didn't know you, but I did know that you died on my birthday protecting those you swore to protect. While I was being born you were dying in the line of duty, and that made my heart go out to you.
Someday I want to be a police officer. And whether I die in the line of duty doing my job like you, or I have a relatively safe career, I know that it is my calling from God to be a police officer.
God bless police officers, and thank you for being a hero, Vicky.

Over the years, I have thought about you quite often. Sometime it’s in sadness and I think back to that awful day. Sometimes I think back to the day of your funeral, and of being a part of that processional and seeing the thousands and thousands of people that had lined the roads from McLean all the way to Warrenton. Mostly I think about what an amazing deputy sheriff you were to work with and how blessed I was to have come on the department at a time when women like you and Jan Hallman were fighting hard for female deputies’ rights. You taught me so much about the jail and law enforcement. I was sorry to see you leave us for the police department but knew that’s where your heart was leading you.
My daughter started college last year and is majoring in Criminal Justice. That has brought on a whole new wave of reflection. It’s a really scary thing to think about your daughter going into law enforcement. But I think about the good that you did, the good that we did, the good that I did, the good that most of us do and I have to accept that the job still must be done.
Most recently I have been recounting to my daughter some of our escapades at work. Some of the incidents we worked together, including of course the very funny parts of the stories. You had such a great sense of humor and it always made the crazy things we dealt with somehow more bearable.
My daughter knows that you are my law enforcement friend that died that day in the police station parking lot. She has know that since she was 5. She’s 19 now. She knows that you are a hero who came to the aid of another officer. She knows the respect I have for you and that sometimes the tears come out of nowhere when I all of a sudden think about you. But she has never heard the full story of that day. I think I have been shielding her, or maybe myself from thinking about the details.
Tonight, I’m going to share with her the whole story. Your legacy deserves that. The hero’s whole story deserves to be heard. I need to be brave like you were Vicky.
