Patrolman Monroe Scott was shot and killed in a case of mistaken identity during a narcotics raid at his apartment complex while he was off duty.
An undercover deputy and an informant had purchased drugs in the apartment complex earlier in the evening. The raiding party, who were all in plainclothes, returned to the complex. When the informant mistakenly identified Patrolman Scott as the man who sold the drugs, four plainclothes officers rushed towards him with their guns drawn.
Patrolman Scott, who was unaware of the operation and did know the officers, was shot as he drew his weapon in response to the four plainclothes officers confronting him.
Patrolman Scott had just graduated from the academy and was awaiting his first assignment. He was survived by his parents, sister, and brother.
