To Whom It May Concern,

I respectfully ask that you DENY PAROLE to Dennis Blackman, inmate DOC #187207. The inmate's murder of Police Officer JoAnn Liscombe of the St Louis County Police Department should preclude any and all consideration for parole.

On January 11, 1991, inmate #187207 was stopped near Patricia Ridge Drive and Old Halls Ferry Road at approximately 1:13 am. Inmate #187207 lived with his parents and was released on bond. One of the conditions of his release was that he be under the constant supervision of his parents or a named family friend. The order provided: "Any violation of any of these conditions, no matter how slight, will result in the immediate revocation of the bond and incarceration of the defendant."

Officer Liscombe reported to the dispatcher that she was on a "pedestrian check" due to multiple reports of suspicious behavior by the subject. The dispatcher tried to reach Officer Liscombe but did not receive a response. The dispatcher called for another car to check on her. Officer Liscombe was found lying on the ground with blood on her hand and hair. Her flashlight and glasses were lying several feet away from her holster. She had two bullet wounds in proximity to the right side of her head, both of which were fatal. Blood patterns on her shirt indicated she was lying down when she was shot in the head. The bullet fragments recovered were of two different types: one determined to have been fired from inmate #187207's father's stolen Colt .38 revolver, and one from Officer Liscombe's duty revolver. Officer Liscombe died on January 14, 1991.

Officer Liscombe was a dedicated member of the St Louis County Police Department for over 16 years. She was a role model to the community's youth and a faithful, revered friend to all who knew her. Her death shocked the community.

Parole is a privilege and not a right. As a concerned citizen and in the interest of public safety, I respectfully ask that you DENY PAROLE to inmate DOC#187207. Instead, justice demands that he be made to spend every remaining day of his FULL SENTENCE of life without parole in prison.
